Nobody knows what that tiny arrow in the keyboard capture icon means?

It doesn't seem to actuate for the other Virtual Terminal keys, just F2.

This is particularly interesting to me, because in this one VBox, I
can't switch to a VT, any VT.   /etc/inittab is identical to other
VBoxes that I have, where I CAN escape to the VT, as are the running
agetty processes.  Note that on those machines, the tiny sub-icon does
also appear when F2 is actuated.

I can find no clue about this sub-icon either in the manual or in an
internet search.

Any clue will be appreciated.
