I have decided not to report my problem installing fedora34 in vbox because of the issues discussed below.

Hi all.

Are there alternate ways to report VirtualBox bugs other than through
the public tracker? I seem to also be experiencing bug #20499 since
VirtualBox 6.1.24. When I noticed the issue still persists in 6.1.28,
I started research into either reporting it, or finding an already
open ticket.

Unfortunately, creating/adding to a ticket seems to require creating
an Oracle account. That in turn requires me to provide my mailing
address, phone number, and employment status. I see no good reason why
I should have to provide such personal information when creating an
account for the purposes of opening/adding to a bug report, and refuse
to do so.

So, back to my question, are there alternate ways of submitting bug
reports? The most important information I have to add to bug #20499 is
that it also seems to effect GNU/Linux guests when starting a
graphical desktop, and if halting a GNU/Linux guest. I can also make
available vbox.log files for a windows 10 guest, and a GNU/Linux
guest. I can confirm as well that the version of guest additions in
both operating systems doesn't seem to make a difference. Thanks.
