The UI for making a VM certainly does offer the option of Win98. The VM certainly does work. As with Qemu, it is slow but it does work (I think faster than with Qemu but Qemu is excrutiatingly slow for Windows). The guest additions install (may they or some of them should be excluded). I do get message that Win98 does not support automatic driver updates.
