The problem is that VirtualBox virtualizes VirtualGraphics card, for
which there is no drivers from Win95/98. I have feature requested to
provide such a drivers, but Innotek are not interested. There are
stability issues as well.
 In short current version of VirtualBox has very bad support of Win95/98.

I would recommend you using another emulator, such as Qemu (with a
separate GUI such as QtEmu or virt-manager), because Qemu is optimized
for Win95/98. It can run with 98 as both Host and Guest, but it's a
LOT less user-friendly than VirtualBox, so be ready to start reading
lots of Qemu documentation.

Alternatively: there are other virtualizers in existence: VirtualPC
and VMware. Both have good support of Win95/98 as guest. It is *very
disaapointing* that VirtualBox has not, as I really need this feature,
just like you.
