Merging always takes place when you discard a snapshot with hard disks. 
Putting the word "merge" to the action name seems not a good option for 
me for two reasons: 1) "merge" requires two subjects (what is merged 
into what) which makes it harder to understand what it does when we say 
just "merge" w/o properly naming both subjects; 2) we cannot make the 
action screen-name too long by putting the complete description into it :)

Anyway, thank you for the feedback. We are working on making the 
Snapshot UI easier to understand. There will be at least a section in 
the context sensitive help that will describe every snapshot action in 
detail and with examples. The whole snapshot function is complicated "by 
design" and not yet widely used, which adds extra difficulty for 
understanding it by newbies.
