from the user's manual, "USB support," Section 3.7.6.1:

"VirtualBox can allow virtual machines to access the USB devices on
your host directly. To achieve this, VirtualBox presents to the guest
operating system a virtual USB controller. As soon as the guest system
starts using a USB device, it will appear as unavailable on the host."

  and yet, with Virtualbox not even running on this system, if i run:

 $ VBoxManage list usbhost

all of my USB devices are listed as unavailable.  why would that be?
what does it mean?  there's no guest OS running at the moment.
