An OEM Windows license is the issue, OEMs are supposed to come with a
specific set of hardware, and if windows detects it changed it assumes
that piracy has been attempted.

and you have to validate the install all over again.

The real problem with this is that there is a limit to how many times
you can to that.

After so many license validations, the license is "expired" by
microsoft and you have to get a new license.

Thankfully their tech support is nice enough to issue you a new
license when you hit your limit.
