Are those tcpdumps all from the host, or some from the guest? It seems clear that ARP replies are not coming from the guests, but maybe they are not receiving them. Is it possible that some other network interface on the host or guest is using 192.168.1.x, or that some iptables rule is filtering the messages? It looks from the ifconfig like the guest kernel should be responding to arp requests if it sees them.
