Samba is the "way" you can connect to a printer, that is published or
shared from a windows machine. Im sure you'll find lots of links via
google/msn/<your favourite search engine>/..., I do not know how Ubuntu
handles this...

Is your machine connected directly to the web?

Doesn't matter anyway, cos somehow you are able to connect to that
machine. If you let Ubuntu connect to a printer on the host-IP it should
work. One problem may be the windows firewall.
