I don't think this is what he wants, since he states that "anybody
could install a new guest os and then do networking". So, what he
wants is a install of VBox that, CAN'T do network (even if one wants
it to be enabled).
Did I get you right Rivalino?

If so, that would involve recompiling VBox from sources, and disabling
the appropriated parts.
If you are lucky they might have a switch like WITH_NETWORK or
something like this, if not, it would require a lot of work on your
side.
