I don't think this is what he wants, since he states that "anybody
could install a new guest os and then do networking". So, what he
wants is a install of VBox that, CAN'T do network (even if one wants
it to be enabled).

Ah, sorry, I read his message wrong and thought he meant not disable it
within the guest itself.
