Yes.  Netscape sees a login of 'user@domain' and thinks "Oh, that silly
$luser typed in their email address instead of their login again..." and
promptly chops off the domain.  That is why vpopmail supports using the
'%' (and a couple of other characters) instead of the '@'.  Log in as
'user%domain.com' and it will work fine.
