These files under trunk/managementnode do not have the ASF license header in 
them.  I'm guessing the two .inf files cannot have it added, in which case 
they my need an entry in the NOTICE file.

I've taken care of everything under trunk/web that was missing the header.

Should I go ahead and add the header to each of them?  Are the 
xcat_postscripts all ours, or were some of them taken directly from xcat?
