ContextTool

Hey everyone,

I've started on the ContextTool stuff.  Would you guys prefer that
I put this stuff in a seperate directory ( like whiteboard )  or is it 
ok to add it to the context directory.

Since I have't commited anything to this project lately I don't want to
bust anyone's groove and add things to the wrong place.
