I think the context directory might be the wrong place.
Can we whiteboard it for a moment so we can review and discuss? The
reason I ask is that there has been a bit of discussion and activity
recently (me discussion, jason activity).
One question is weather context tool stuff really belongs within the
velocity internals, or rather a supported API / library that is a
companion to the Velocity core.
