Keeping Velocity small is a good idea. How about creating one new jarkata
project for these starter apps - something to get your app up quicker.
These would tools and sample apps tied to Velocity. Then the commiters
of that project would be different to those of the core Velocity.
Any duplication to other projects would wind up into the jarkata-tools
anyway.
