you definitely misunderstood. the struts support is only one thing the tools project does. by far, the majority of the code is unrelated to Struts. only a few classes in a distinct package are connected to Struts. the project build file even provides targets to build the rest of the project sans Struts support. so you don't even need a struts.jar to compile the pertinent parts of the code.
