Will there be a place for the latest in the repository?  Or will that
be up to the individual developers?

I was wondering if we should keep xdocs in the repo that the
committers can't maintain.  I'm sure the User's Guides work for 1.4,
but what about the future?  BTW, the Japanese site is that of 1.3.1.
