1)
Yes, the "Web App" section should mostly be focused on Tools. (also perhaps a quick discussion of other frameworks such as Turbine, Spring, and Maverick). It shouldn't mention VelocityServlet. You could make an argument that logically this should be on the Tools site. But I'd rebut that many users come to the Velocity web site and getting a handle on how to get started on the web is high priority.
2) I agree with you about the Committers. Move back to the web site.
3)
I think we should move "Editors and IDEs" to the Community section, because they are generally community developed plugins.

4) Tools - hmm... We could move "Anakia" and "Texen" under docs. Technically they should be displaying the 1.4 version anyway. (all content in "docs" is 1.4, everything else would be SVN HEAD). Then rename the category "Subprojects".

we gotta change this header. having/leaving it as "Tools" makes for too much confusion over what is and isn't a "tool" in our community's lingo and what is and isn't part of "Velocity Tools". but i'm not quite sure what to change it to. only two of the following are technically "Subprojects" (though other perhaps should be) and the "Editors and IDEs" stuff isn't even hosted/developed by us. the only other alternative i've got right now is "Utilities", which i still don't really like, but at least it isn't "Tools". any have an idea better than "Subprojects" or "Utilities"? or do we just need to break up and reorganize this group?
