Will is now a JIRA admin and the project lead for velocity-developers. He can
add new users to the velocity-developers group as he wants. 

For adding new Admins, you should run this by the infra people; we are
still running an older version of JIRA. You seem to have some JIRA
knowledge, judging from the fact that you wrote some of the Wiki
pages... :-)

Adding to velocity-developers is no big deal. I let Will do it, he should
get used to be a JIRA admin... ;-)
