There's still value to some of these users in upgrading to fix bugs. That's
a big part of why I'd like to keep a transparent 1.x upgrade path.

There is a lot of conversation that seems to imply that by going to 1.4 we
are hurting people on the 1.3 jdk.
maybe it's just me, but i don't see this as the case. and as long as
velocity 1.4 is available to won't be the case. it will simply mean that
if you want the latest version you have to use a jdk released after 2002.
if you wish to stay with 1.3 jdk, fine. velocity 1.4 will still work
fine, nothing will break. everything's cool.
