That's a very odd error message.  Why would it be trying to replace a
directory during checkout?  I was just able to checkout the velocity
engine trunk anonymously from the command line:

svn checkout http://svn.apache.org/repos/asf/jakarta/velocity/trunk

that worked fine for me.  i've never used SmartSVN, so i'm not sure i
can help you there.  all i can do is confirm that the repository is
available and working for me.
