That's a very odd error message.  Why would it be trying to replace a
directory during checkout?  I was just able to checkout the velocity
engine trunk anonymously from the command line:

svn checkout http://svn.apache.org/repos/asf/jakarta/velocity/trunk

that worked fine for me.  i've never used SmartSVN, so i'm not sure i
can help you there.  all i can do is confirm that the repository is
available and working for me.
I had this problem too. The "core" directory was renamed to "engine",
and the SVN client can't handle this gracefully (this is only true for
the root directory, and I suppose in your case "core" was the root).
Delete the checkout-ed directory and do it again. Than it should work
everything smoothly.
