I took a look at the results. They look really nice! I'll have to try the XMLMind WYSIWYG editing at some point. Thanks for doing this, i think it might even encourage me to do more doc work. :)
Regarding the JAI jars... We do generally distribute dependent libraries as part of our source distribution (at least with VelocityTools, not as sure about Velocity). However, if we have Ant and/or Maven set up to download dependencies automatically when building (source or docs), then i don't see why we should have to distribute any of our dependencies as jars in the future. As part of the ongoing 1.5 release, I've started to convert the Users Guide to the DocBook format and also set up a framework to render this into different formats: PDF and HTML in two flavors.
