I think the velocity documentation assumes that you are familiar with how to 
Tomcat / Java servers work and that you already know how to deploy and write 
web apps. Which I think is fair enough.

It might be worth having a look to see if there can be a more logical flow to 
the documentation though. I think you are right in the fact that it is 
sometimes a bit hard to find what you are looking for as the docs don't 
always follow the order in which a web-app is developed. 

I will have a look when i've finished my project and feed back to who ever is 
in charge of the documentation. It's probably just an organisational thing 
more than anything.
