Sorry this is not so timely but I have found that needle safety devices are addressed by many states in their health codes.
In Ct I believe I found it as a link from my state board web site. The State of CT requests all needles to have safety devices and even states a preference for (the language leaves room for choice) passive safety over active whenever possible.
