The LTO spec says the drives should be able to write to media one generation
back, and read two generations back. So an LTO4 should be able to read and
write to LTO3 media, and read from LTO2 media.

Like Jeff said, use barcode rules to assign the LTO2/3 tapes to a different
media type and/or volume pools, and make sure none of your backup policies
are writing to that media type or pool, and let them expire of their own
accord. If there is some reason to get off the older media before the images
expire, you'll have to use bpduplicate to copy the images to LTO4 media.
