Just to chime in ... I'm running v1.0.3.56 and our Versions SVN clients are putting the user names in just fine.
My setup consists of a local network SVN server that I'm accessing via HTTPS and Apache (running on Windows) with a self-signed cert and usernames/passwords defined in SVN's access configuration files. There are a number of separate repositories on the server and every user has their own unique login credentials.
