So you're hosting the repository from Apache. Does the user running Apache have write permissions for the repository directory? Does your user have write permissions for the working copy directory? Did you check it out with Versions or the command line? Where exactly are you attempting to keep your working copy? I wouldn't store it inside your repository directory... that often leads to heartache, especially if you start backing up your repository.
