A working copy is a directory structure that contains metadata that associates 
it with a repository. (It has invisible ".svn" directories throughout.) You 
can't just add a normal folder without adding the content to a repository.

If you don't have a repository you want to store it in, you'll need to create 
one first, then import the resources you want to version. Once you do that, you 
can check out a working copy and Subversion (and by extension, Versions) will 
track your changes. I'd consult the Versions application Help material to get 
up to speed.
