As cue mentioned, you have set the Add and Delete for files you create
and wish to delete from inside Versions before you run the commit.

After creating a file, you should see it appear in the Versions with a
question mark in a blue bubble beside it. Select the file and then
click Add from the top bar. The next time you commit, it should
include that file.

For deleting files, instead of deleting them from the Finder, select
the file in Versions, then click Delete from the top bar. Same thing
should happen as above with Add.

As long as the files are set to Add or Delete, they are under
Subversion management and will be included in the next commit set. If
they have question marks beside them, they will be ignored.
