I have a small library that can read several niche, obscure x-y formats, mostly with data from powder diffraction, XPS and other experiments: http://xylib.sourceforge.net/ From time to time I'm adding more obscure formats there, now I'm looking into binary .cnf files that reportedly come from Canberra DSA1000 MCA and are gathered at NSLS facility.
