Ok. I've narrowed this down to
~/Library/Saved Application State/org.python.veusz

Some circumstances of open/resizing modal and non-modal dialogs causes this directory to be created. The next time Veusz is used, the non-modal dialogs (e.g. Import) don't appear.

If this directory is deleted, it works again.

Presumably it is some problem with restoring window state that Qt applies and is broken.
