You could do something like a married wing of the claret and white, the body in 
royal blue floss or seal, with a gray tail, on a black #8 salmon hook.  Blue 
seal with a wide silver rib should be visually appealing with the married wing. 
 

Red, white, blue, & gray- hmmmm...you might have to name it the 'Confederate 
Yankee'.

      Here are the rules, I 'm looking for some suggestions for a wet fly 
pattern, no larger than a size 8 and colors must be Royal Blue, claret/maroon, 
white and gray.

      I've come up with a collared wet; collar being white and gray hackle, 
with a claret seal dubbed body and a royal blue parrot quill tail, any better 
suggestions?
