Emporer Penguins are neither illegal nor protected.  I checked it out a couple 
of years ago.

Things may have changed, but the bird is not in any danger.  Zoos are very 
protective, and will fib about the status of them.  I called the Federal 
agencies and customs, and there's no restrictions due to endangerment status.  
A hide would be difficult to get in because of general bird precautions, but a 
treated dry sterile patch of feathers would not be a problem- if you could find 
a source.
