Just steel wool the surface to rough it a bit so that the Flex Coat will have a 
bite.
Mask off the area you don't want to disturb, when you apply the Flex Coat 
feather it in to that point for a smooth transition.

where the feather goes?   I may want the feather design all the way 
around the rod.  So do I just rough up that section 360 Deg.?
 
It's 2 or 3 saltwater rods with boron butt ends 
that I want to do, but I have a couple of graphite rods I want to practice 
on.
 
For practicing designs, I laid down some 
double-stick tape and stuck the feathers to it in place.  Works pretty good 
to see lots of designs.  Going to use cree 
and jungle cock for the designs.

I would not use Varnish. Use Flex Coat I assume 
        you mean Graphite rods. Steel wool the area. Mask off the spot you want 
        to place the feather before steel wooling it
You can set the feather 
        in place with nail polish to keep ot where you want it. Then apply a 
        coat of Flex Coat over the feather while the rod is turning to get an 
        even coat on that section. You can mask off the area and apply a coat 
        between the tape but that will leave a ridge.
