This IS a scam. Scott's e-mail address list has been hacked. Scott did not send this. Unfortunately, he's clicked on a URL from someone he trusted, whose e-mail had also been hacked.

You do NOT go to the internet for help when you're in a foreign country. You go to the embassy.
