Hi Scott; Your absolutely right! The last hatch in Northern VA was so thick, I used to carry them around on my should as pets at work!
I tied the mentioned pattern in the past and pond Bass went crazy for it! It's an orange and black pattern that could be easily modified to green white and black to match the annual cicadas.
