The last hatch in Northern VA was so thick, I used to carry them around on my should as pets at work! I tied the mentioned pattern in the past and pond Bass went crazy for it! When the cicadas hatch, they are the only meal in town for about 6 weeks regardless of whatever else is hatching at the time. For the trout and smallmouth in our neck of the woods it is kind of like "why go for the usual salad bar when it is all you can eat T-Bone night"? For those that have never seen one of the big cicada hatches, when I say epic, I mean epic on biblical proportions. I know people who have them confused with locusts. Every summer cicadas hatch, but there are some broods that stay under ground for 13-17 years and when they emerge look out. They will cover your car.
