subject line.
You mention Drill Bits for doing eyes I used to use ends of dowels or cut off 
round  toothpicks.. Many years ago I found that I could squeeze just a bit of a 
drop of paint from a Tulip Fabric Paint Container and just touch the spot where 
I want the eye. The amount that I would squeeze out of the container tip would 
determine the size of the eye.
On my Froggies I would be able to get a couple of different colors on top of 
one another and just a tiny black spot for the pupil. It is quick and easy with 
no mess of having to open a bottle of paint.

In Photo... Most purchased at the Dollar Store

Front middle - drill bits.  I use these to dip in paint and make eyes on 
poppers and jigs. I'm not the best eye maker but these work pretty good for me.

In back of drill bits - it's just a small piece of dense foam that came in a 
shipping box. I took a sharp single edge razor blade and cut slots in it. It's 
really handy to put jigs in when drying heads or eyes. Be sure to cut the slots 
at least 1/2 inch apart so you have room to place the jigs.

To the left of the drill bits - it's a salsa bowl. You get two for a dollar. I 
keep one on my tying bench near my vise to put scraps in as I tie. Yes I have 
the expensive waste basket you buy for vises but this is so much easier to use 
and dump!

To the right of the drill bits - It's an office supply holder I bought at the 
Dollar Store. I put a piece of the dense foam in it to hold tying tools. I just 
traced the opening and took an exacto knife and cut a circle.  Bodkins and 
scissors push right in. For larger tools, such as half hitch tools, I made a 
larger hole.

Easy, quick and cheap.
