Chuck:

The big Shakespeare rod is probably a fiberglass rod so that is why it is 
thicker. And conversely the Berkeley is most likely a graphite rod therefore 
thinner. The advances in technology and the use of graphite and their 
characteristics are why the thinner rod behaves like the thicker rod. 

The fiberglass rods are generally more whispy, or noodley. 
The graphite rods have different actions because of the type of graphite used 
and how many layers of graphite they use. That is why there are so many 
different “actions.”
