[VFB] Caddis Swap Question

Hello to all caddis swappers I have a question for the group. The pattern that I choose to tie for the swap includes a few wraps of lead under the dubbing. I've started the 100 flies, beads in place, tails tied on, and I just started to put the lead on them when I thought about this. I know that lead is illegal in many states, so should I leave the lead off or put it on?  Thanks Tony F.
