I haven't fished Cherokee in a few years but you can usually by a pass (one day or three day) for $5.00 to 15.00.
 
You can buy them even at convience stores when you are on the reservation.
 
If the water is high be carefull.  Those streams can really fool you about depth and current speed.  Easy to end up with waders full of water and a busted butt.
 
Good luck.  That is great fishing.
 
If you get out close to Brevard, NC.  There is a stream that runs right pass the hatchery.  Flyfishing only, well worth the trip.  The last time I was there I saw a 20 plus incher.  Couldn't get him to hit anything!
