While not free (but almost), you can go to the local craft store and buy latex balloons. Take a pair of scissors and cut rubber band like strips. They come in a whole host of colors. I get mine at Micheals for ~$0.50/ea. Florist will carry them as well or check the local grocery store that has a floral section. Helium would be optional and an added expense <G>!
