I did not see a reply to this so here IMHO.
I was taught by Steve Bailey (Fort Myers, Florida)
he was asked by Lefty Kreh to tie 'his' deceivers for
Lefty's Saltwater Patten Book.

The Mustad 34007,stainless steel, is the standard hook length used. The 3407 is
nickel plated and when scratched will rust.

Steve tied a 2.5" to 3" tail on a 1/0 hook. The tail/wing (8 saddle hackle) 
is tied
far back on the hook shank to eliminate fouling.
Steve strips off about one half inch of feather barb leaving a good section 
of bare
feathers to tie in on top of hook shank. The wing/tail section is tied in 
as one unit. Krystal flash or flashabou
down the sides of the feather. Then the body, yes there is a BODY. From the 
hook
bend to one quarter inch before hook eye the hook shank is wrapped with 
flashabou
(traditional) or braided mylar (Gudebord HT braid, etc.). The shoulders 
(usually white) are then added,
flash on top, deer hair topping and peacock herl. Weed guard can be 
attached, red flash beard,
before thread head is built up.

We have also been tying the deceiver on 1/0 and 2/0 circle streamer hooks.
