Again...the issue isn't legality...which implies a governing body setting limitations and laws...the issue is whether or not the fish was CAUGHT (personally...for the record...I do NOT think that it was caught...I think that I stood a great chance of getting skunked and still coming home with the biggest halibut that I had ever landed).
