Paul,
I am a boy scout(eagle scout infact) and although the merit badge has not 
been out for long, i have heard of no such restrictions at all, and dont see 
why any restrictions would be placed.  I have earned the merit badge myself, 
and if you need any help via e-mail, id be happy to share.
