I bought the merit badge handbook for fly fishing for $3.15 from my local 
Boy Scout Council Office.  There is nothing about what fur or hair to use 
according to the book.

However, when I lead this program I will comment on the ethical decisions 
that I make in selecting materials.  I do not use materials from threatened 
species, or rare species, even if the material I can obtain is legal.

In practice, I go to the other extreme and use marabou from turkeys I 
raise, alpaca from the woman up the road who raises them,and woodchuck from 
Route 206.
