Wes:

The drought might explain some of it. It might just be that we didn't put our bugs in front of the bigger fish. I swear they were there!

Wyoming certainly is quite a place. I can only vaguely imagine what the wind you described must have been like. I've been lucky enough to make 5 trips there in the past 5 years to chase both fish and big game animals with Rix and have yet to encounter what the locals have called "windy" even if walking into the breeze was out of the question.

I spent a few hours on the North Platte below Gray Reef last week and was really suprised by the amount of weeds/moss. We caught a bucketful of 6" rainbows, and I'm not complaining about this, but couldn't get into any of the 16"+ fish I latched into in late May. Is this normal for the river? If so I'll schedule my fishing trips there for the spring!
The North Platte below Grey Reef, and the surrounding area has suffered from the same drought that has plagued the West. Water is abnormally low, which is the reason for all the moss. We were there in April to do a float and the guide was surprised how much moss was in the river even then. If the watershed does not have a good water winter, next spring will be a real downer, not to mention the rest of the season.

Just as an aside, the first day we were on the river featured the windiest conditions any of us had ever experienced. Your wrist ached from holding the rod arched against the wind. It was unbelievably slow to make progress against the wind on some sections of the river. One guide said he felt he had dislocated both his shoulders while rowing during one severe blast of wind. When we finally returned battered and bruised to the lodge, the weather gal was remarking on the 50 mph sustained winds with gusts up to 85 mph. The second day we awoke to 1/2" of snow on the ground and we froze to death for the first two hours of the float. About lunch time, things got tolerable and fishing got great.

Wonderful place, that Wyoming!
