I've not followed national policy real close on this issue.  There used to be plans for encryption, and it was degraded on a regular basis.  I'm sure that plans of that type still exist.  The military technique is to allow the good guys to use it but deny its use to the bad guys, particularly for targeting purposes.

As an interesting aside, as a new lieutenant in 1977, I was the test officer who wrote the first mission profiles at the Army Infantry School to determine the value of the "Land Nav Black Box," the first man portable GPS system.  Of course, I had no idea how it worked, only that it was pretty handy to always know exactly where one was at!
